    Players can build flags while being attacked by other players currently

      Thanks for the report. I've fixed it: you can no longer plant a flag or build anything for 5 seconds after another player, their pet or their Golem hits you, and a hit from one of them now stops a flag or building in progress. It goes live with the next update.

        Pve does not interrupt flag building either

          Good point, Skye. Up to now that was on purpose: only another player, their pet or their Golem stopped a build. I've changed it so any hit that lands stops a flag or building in progress, creatures included. If something is biting you, you'll need to deal with it before you build. It'll be in the next update.
